From my understanding of the game this is referred to by many as a "love letter". The reason you got this is because customs intercepted a package being shipped to your address with illegal, or believed to be illegal substances or other kinds of contraband. The great thing about your situation is they are unlikely to actually pursue you in such a case. Reason being it is very hard to actually prove that you had said items shipped to yourself intentionally. Anyone can mail anyone anything and that is the angle which you will play. You did not order any package and you have no idea who sent this package to your address. The burden of proof is on them to prove you knowingly had this item shipped to you. As long as you don't state that you did, you will be fine. The forms they sent you are to try and fight to have the items released to you. Do not fill them out and do not respond. And if approached by law enforcement you simply tell them you are not aware of any packages being sent to your home. Then keep ur mouth shut and lawyer up. The burden of proof is on them. That package could have been sent to your address by mistake, or any number of other reasons. But you certainly didn't order any packages. Ignore the love letter and just beware that your name and address is now in a database so anything you get shipped to will now be heavily scrutinized. In other words no more packages for you unless they are strictly legal items and no grey area items. If you continue to receive illegal mail to your address they will start building a case. You now must find an alternative name and address to ship things to and always use the best OPSEC.
