Question about job posting ?

So I applied for a job with Collins. On the job posting it said the pay range was from 64k to 128k, but when the hiring agent contacted me she said the job usually goes for 70k to 75k ? Does it mean I can outside of that range if I get a job offer and if I bargain or is it only for the 70k to 75k range ?
