PTO and Relocation question

I have accepted an offer from RMD in Tucson and I will be starting end of August. I have 2 questions: 1- I want to take the best advantage out of the relocation package, I have been told that I can only redeem cash for core points for relocation, what do you recommend for other flex options ? What should I take and what should I leave to take the best advantage of cash as possible? 2- since I will be joining end of August can I still get the full PTO of the year or just part of it ?
