Under her "Thief" persona, she's pretty dastardly and amoral. She orders her thugs to beat up the Megacorp vendor after stealing his maps, and then, in a far more malicious act, she tortured Clank in order to dissuade Ratchet from helping Megacorp. I guess it could be argued that she was willing to go to any extent to prevent the evil multiplanetary conglomerate from enacting a galactic conspiracy, but those actions were still pretty heartless.
IMO, in line with the whole theme of corporate cronyism, they should've stuck with Angela as an antagonist in the end. As in, after befriending Ratchet and Clank and defeating Qwark, she'd reveal herself to be working for another company (perhaps Gadgetron?) that was interested in profiting from the protopet on a galactic scale. So essentially the theme of corporate espionage also falls under the game's gambit.
Angela is anyway relegated to an insubstantial role in the sequels, with her escape with Max Apogee being merely mentioned in ACiT, in spite of IG retconning her as a lombax.
If they do remake GC for the PS4, she could become a little more relevant this way - she's just another lombax trying to make her way in the Universe through any means necessary, even if it meant receiving a lucrative payout from betraying one company to another. They could even do a Luke/Leia thing with her and Ratchet, as they're the last two children of the hero of an old order, hidden from the evil empire that scours the galaxy for them. Except that this time, one of them is not necessarily morally upright.
