Health insurance through the city

I'm applying for a position to work for the city and wanted to ask about the benefits, is it really $220 per pay period for health insurance and a high deductible? Or does the city offer reimbursement more based off of that?

I'm surprised because other city/state government jobs around the country offer high quality plans at much lower rates (sometimes even $0). Maybe I'm missing something and someone can point it out?
