How can I make my eyeshadow more prominent? (Explained more in the comments!)

Alright ladies, check out the pics here. As you can see, the eyeshadow colors I picked out today I LOVE. (It's the samples of the Coastal Scents Revealed 2 palette that I got in my Secret Cupid package!) Sadly though, one of my eyes had a slightly hooded effect, so you can never see the pretties :'( Is there any way I can counteract this? Should I just apply a crap ton of eyeshadow to that eye to even it out? I have always had this problem, but it's really starting to bother me now that I've started to expand my makeup collection. Anyone else feel my pain?! <3
