Turbo Chemtank on Rakan?

Now that 11.2 removes the movespeed bonus on Shurelya's, would Chemtank be a viable option for mobility on top of Rakan's ult Nimbus Cloak and Celerity?
This might be situational, like if the enemy team has burst champs so giving Rakan more durability sounds nice IMO.
