FPS Limit won't stay saved in the GameSettings.ini file

Hey all, I've been trying to limit my FPS and have been updating the FPSLimit value in the GameSettings.ini file, and I've made sure I actually save the file before closing, but every time I boot up the game it seems to reset it to 0 (default). Is there a certain setting that I might have turned on/off that makes it override that value? Or maybe there's another setting I can set to limit the FPS? I'm playing on the Ubisoft Connect version of the game.

EDIT: I had to edit the file, then make it read-only so that the game couldn't edit it anymore.
