Is recording a hacker admitting he is hacking enough to get him banned?

TL;DR We faced some blatant hackers in ranked and he openly admitted he was cheating, going as far as explaining why he started cheating. Is the footage enough for a ban? Aside from the actual footage of him doing his "thing"

I just came off a game on ranked, as many of you know Plat is the thick layer of cheaters that plagues this game. At first it looked like only one of them was cheating (lvl 81 diamond), the more the game unraveled the more the others on the team became obvious too.

When confronted, he openly admitted he was cheating and said he started because everyone else in the game was. I obviously recorded the whole think (chat included of course). I was wondering if it can be enough for a clear ban? So many times I've heard that "the footage isn't enough for a clear ban" and other nonsense.

On a side note, could we get Its_Epi on here by any chance?
