Simply put, glorious Devs, a character should not have to think about how to move.
I use walk on toggle and sprint on "hold". If I'm clearing a room with walk turned on, and a grenade or gunfire comes my way, my first instinct is to turn around and get the hell out of there, so I press shift. However, in the character's mind, he is now in a logical paradox. His God (keyboard input) is telling him to do both Walk and Sprint. With his soul being ripped to shreds, he decides that he must do what he is told first, and continues to walk, thus causing his own body to become ripped to shreds by shrapnel and full metal jackets.
Nearly every other game that has both a walk/jog mode and sprint will have sprint override walk, knowing that being able to move at a moments notice might just save your life. UBI FIX PLS
