Losing 9 operators when I upgraded to Xbox series X

Is there any technical explanation why my twin bro lost 9 operators when he upgraded his Xbox to the series x ?
I also got a new Xbox series X but had all of the ops unlocked at the time when I downloaded siege. He has been wanting to play again with me lately, but is disappointed that he has to try and unlock them all again.
Any advice is much appreciated!
