Help with job change not working

So when I press go or click the quest icon, it just pops open to image 2. No matter what I do it just keeps popping up and takes me nowhere. I went to the three locations it says, goblin forest, lighthalzen and umbala. Idk what the numbers next to them mean. Is this a bug? Has anyone come upon a similar situation? Is there any way to fix it or am I just doing things wrong?
