Perhaps it is a bit unrealistic for me to think the government would allow a race right on the road to the White House, but why not give the president a nice view of the race as it's happening? I did think of alternate solutions in advance: Connect turn 2 to turn 11 via straight, connect turn 9 to turn 11 via two 90-degree turns (allowing the track to still run next to the White House, but remain entirely on public roads and avoid cutting off access to the house), or connect turn 9 to turn 15 via a 90-degree turn and a 45-degree kink.
Also of note is the main circuit crosses over the pit-lane near the end of the track (ala Yas Marina, only at the end of the track instead of the beginning). The two routes could be changed if necessary.
I'm not a DC native, so if there are any important details that I missed, feel free to let me know.
