Does anybody have advice for confronting/getting ventors who are illegally selling rabbits shut down?

me and my friend were in santee alley today and there were at least 2 vendors there selling baby rabbits in tiny cages too small for hamsters, some with multiple bunnies. The bunnies were in direct sunlight with no water or food, and were visibly under 6 weeks old. Obviously not from a rescue the sale of rabbits in these conditions is in violation of AB-485.

This is not the first occurence of vendors selling animals illegally in unfit conditions on S Maple Ave and the immediate area.
