Thinking about buying whole leaf to use

So I’m in Washington state and it’s near impossible to find online retailers that will ship to me (not gonna go into details on the tobacco shipping laws). Suffice it to say, I can have whole leaf easily shipped to me. I would love any advice on sources for good quality leaf, tobacco shredders, any other tips would also be welcome.
