Water coming out of fresh water tank while connected to city water

This happened once before but it quit prior to me learning why it happened. Well, it’s doing it again. I replaced my pressure regulator and set the pressure as I’ve always had it set to and now water is filling my fresh water tank and over flowing. I haven’t the foggiest clue as to why this is happening. Any ideas are accepted. Thanks!!
