Receiving NOAA on a different frequency than broadcast - question

So I just set up my RTL2832U on a raspberry Pi and have it running a stream to my desktop, which is running SDR#. I was bouncing around testing various stations to see what I could pick up, and I stumbled onto the NOAA station nearby. I listened to it for a bit, and it tells me what it's transmit frequency and location.

It's telling me that it's broadcasting at 162.475MHz, but I'm actually receiving it at 162.452MHz, for a shift of -16kHz. Is that normal? All the FM stations nearby were on their correct frequencies, this is the only station I found off center.
