One of the things I'm doing in my game is that the attack roll determines the damage as well. If you beat a targets physical defense by a lot it deals more damage than beating it by 1.
The issue I'm running into is when making weapons. A battle axe should deal more damage than a knife, so I could just say a knife adds 2 to your roll and a battle axe 5, but then it makes axes also more likely to hit.
And having it be something like " 2 for a knife and 2 to hit then if you do hit add another 3 for a battle axe" is more finicky than I like.
Does anyone have any recommendations for solving this issue?

That's how FFG/Edge Star Wars and Genesys do it. Actually the Year Zero games too kinda, although degrees of success is much lower in that.
