Trouble sending data to robot from Rviz or development computer terminal

I'm working through the LinoRobot tutorial but I'm getting hung up when I want to use RViz to 2d pose and send a navigate goal. Rviz is connected to the robot, but it seems like commands I issue don'
Same for if iIconnect from development computer to control the robot, telop_twist_keyboard connects to the robot but no commands are received at the robot. If i run telop_twist_keyboard on the robot i can move it around.
I've correctly setup master URI, what else could be preventing messages from getting to ROS on the robot?
