Legal “real weed”

I actually found the debate about Arcadia and there products interesting. It made me wonder though, if I go to red eye and buy any of the most talked about carts or gummies. Are they “reel”. If they are why are these places allowed to carry them? As it was made pretty clear in that thread that the THC content would be pretty low. I’m also confused as to how some places are allowed to carry flower and how some aren’t.
