keep inventory not working at all

i am trying to turn on keep inventory because i am ass at the game and wish to find a new spot for a base risk free. i tried /gamerule keepInventory true and it said i dont have permission to use that command. i went to the config page for corpse complex and turned all the keep inventory stuff to true and that did not work either. what else can i try?
