Method and equipment to write new card

I need to write a new card to replicate a card which I do not have physical access to but I do have the imprint numbers
What equipment / tools do I need? Ideally affordable as I don’t have the budget for a flipper.
Original card is AccessPRO EM card
Format: Wiegand 26 bit StandardCard material: PVCDimensions 85.6 x 54 x 0.84 mmChip: TK4100, EM CardPrintable: Yes
There are numbers printed on the card as 10 digits SPACE SPACE 3 digits COMMA 5 digits as in example below:
