I received a piece of mail from the US that only had a Forever stamp on it, which I thought isn’t enough for international postage (I’m in Singapore) so I was really surprised. I wasn’t asked to pay for it either, so I was wondering how would the recipient’s country’s postal service know if enough stamps were used on a piece of mail?
Like, if I don’t put enough postage on a mail bound for the US but it successfully leaves Singapore (where I am), does it mean that it’s all good and the recipient doesn’t have to pay extra to get what I sent them? Because how would USPS know that I underpaid?
How do the 2 countries’ postal services split the money that was paid to have a piece of mail sent from one to the other?
