Thank you all for responding to my request to test mail delivery times to Hong Kong when the virus first started affecting Hong Kong badly and flights were being cancelled left and right and post offices worldwide said they could no longer guarantee delivery times to Hong Kong. I have some inital test results now based on those who responded to my request and/or other recent mail from RAoC where I was able to read the postmarked date.
In general, mail being sent from Hong Kong does not appear to be too affected to places worldwide when I sent them in Feb. Asia and UK based RAoC-ers reported that they got my mail within 4 days and up to a week. US based RAoC-ers reported that they received my mail within 1-2 weeks.
And finally, for results of sending mail to Hong Kong. I have broken them down by country and for more accuracy!
ASIA
Japan: 27 days based on 1 envelope
Contributor: u/shadesoflanternhill posted her envelope 14 Feb and didn't reach me until almost a month later. It usually takes up to a week from Japan to HK before the virus hit.
Conclusion: MAIL AFFECTED
Malaysia: 18 days based on 1 postcard

This was an interesting experiment because u/hallucineating offered to send me 3 different pieces of mail (postcard, card in envelope, package in bubble wrap with 10 masks with "Surgical masks" written on the envelope itself and was all posted at the same day. Her prediction was postcard, package with masks and then the card in an envelope. Actual results: card in envelope (9 days), postcard (11 days) and package with masks (14 days). At one point, we were both convinced that someone had stolen the package with masks written on it because Hong Kong was so desperate for surgical masks then.

NORTH AMERICA
Canada: 25 days based on 1 envelope

Considering that I usually receive mail from Canada within two weeks before this, delivery times seems affected because Air Canada cancelled their flights to HK beginning Feb.

This was the most interesting, mail posted between mid-Jan to early-Feb was the most affected taking over 30 days to reach HK. Early-Feb to Mid-Feb took around 25 days to reach. Mid-Feb to End of Feb took around 12 days to reach. It appears that USPS is backlogged with mail to Hong Kong and that more recently sent mail towards the end of Feb/early Mar is reaching me first.
Conclusion: MAIL PARTLY AFFECTED
