Royal mail - 1st class stamps on international mail

I'm hoping some of the knowledgeable people here can help me, apologies if this has already been asked elsewhere.
I have some old 1st class picture stamps, which I know are still valid. Am I right in thinking that I can use 2x 1st class stamps for an international letter, as 1st class are currently worth £1.10 and international cost is £2.20? And that it doesn't matter what I actually paid for them, as they say '1st' rather than an amount?
