What can I use to line the cage?

I recently got 4 rats after not having any for about a year. This time around I want to try litter training them.
I plan to line their cage with some sort of fabric and give them a litter box filled with pellets or finely shredded paper.
What can I safely line the cage with? Also, where in the UK can I get a lot of it cheap?
I also plan to put a brick or piece of rough ceramic under their water bottle to keep their claws short, is this a good idea?
