Raspberry pi for car use

I need some advice to know if this is possible and if someone can give me some help in accomplishing this i will gladly send money on the cash app. I have some knowledge on raspberry pies I’ve played around with them. I need to accomplish 3 things. 1st can I use my raspberry pi to take a 6 cylinder rpm input to output a 4cylinder rpm reading? 2nd can I take a square wave input and modify it? I’m converting a kmh cluster to read in mph and the rate is 1.6kilometers is 1 mile. 3rd can I make the pi output a square wave with no input to increase the kilometer odometer to be accurate with my current car in miles? 3 is the least important, but I would need 1 and 2 to work and do converting at the same time when car is running. Thanks I’m advance for any advice!
