RPi Phone Menu

I am thinking of building something to connect to a landline that, when dialed, would give people a phone menu, “Eg Press 1 for X, Press 2 for Y”
Whenever a number is pressed, some custom code would run that would allow me to output some text-to-speech information.
Examples might be: weather, a joke, news headlines.
I live close to Amish people who are able to use phones but not computers and I was thinking something like this might be useful for them.
Does anyone have thoughts on how to do this easily?
