Can surplus ACHs be trusted?

I'm in the Army, and I see how Joes treat issued equipment. I see people recommend surplus ACHs on this sub, so I have three questions:

1) Do helmets "expire"? As in, will they weaken over time?

2) I've seen soldiers just drop their helmets on the ground. Will this impact the structural integrity? It's not like they're throwing them off a building, more like dropping from waist height.

3) Will modifying the helmet into a high-cut affect structural integrity?

If I have to spend the money on an aftermarket helmet, I will. Just doing my research.
