What is this behavior?

Hey guys. My Quaker Loki is 5 months old. He does this thing with his mouth when I am preening his pin feathers or sometimes when I scratch his head. Any ideas? Nothing comes out of his mouth and he's not even a year old didn't think it was regurgitation.
