Depending on the state we are either a large or small alliance looking for a new state. State 700 is max we can fly to - Max core might of largest player is 662 million - alliance might 44 billion
Criteria 1) seat the council after probation period etc 2) does the council actually function or rule by one alliance 3) state nap 4) statewide events i.e wk, wc, stamina parties 5) partial shell available 6) rotating governor 7) we are ready to send our largest player and 7 farms to start shell now rest of alliance could be a few months still
