Temporary Vehicle Import question

So from everything I've read, it seems like non-US-residents are allowed to import their vehicles for up to a year here for personal use without having to pay IVU. But because I'm a US resident, and PR is US territory, I don't qualify for this? So if a citizen wants to bring their EPA approved vehicle into the country for 2 weeks, we still have to pay the full import tax? Why can I not bring a tourist vehicle for 90 days, but a non-citizen can ferry theirs from D.R. for 11 months and not pay tax?
