Why are treatments taking forever?

I have two departments, and I have patients who have had surgeries, but they need treatments afterward. I have a lot who are currently waiting in HDU wards with active treatments, and I have yet to actually send someone home that isn’t from the emergency department. Am I missing something?

EDIT: Forgot to mention, that the treatments in question are something that normally you would do out of the hospital like diet restrictions, antibiotics, etc.
