Coolant gauge needle peaking hot?

My coolant gauge for the longest has always read hot when the car is at operating temp. The needle will gradually go up until it reaches the very top. Ground issue? Is the gauge bad? Wiring issue? I’ve replaced the thermostat, water pump, and coolant temperature sensor with an OEM Honda one. Fuses are working and have been tested. (97 Honda Accord)
