I've looked at quite a few threads and googled about hangouts, and I'm quite confused as to whether it would be a benefit for me. I travel overseas, primarily to central america and europe, about 50-75% of each month. I do have access to wifi when traveling, but it's limited, and I often find that my phone is my only internet connection.

I'm primarily curious if using hangouts to make or receive international long distance calls saves me from having to pay 20 cents a minute. Does it matter cost-wise if my phone is connected to wifi or I only have my cellular data connection? What about SMS texts. If using hangouts do they count against my monthly data allocation? Is there any other reason I would want to use hangouts instead of whatsapp, and the default messaging and phone apps on my pixel?
