Rant about apathetic students

I work as an adjunct for math and science courses part-time at a CC while I'm still working full-time on my doctorate. Our CC has a Summer Bridge program for students that performed poorly in HS so they can take a transition math, english, and study skills course for free and also receive a free laptop. I have two sections of transition math that I am doing mini lectures, quizzes that are open note based out of their provided workbook, and time to work on their online modules to pass the class. Everyone is at a different skill level in math, but the level of apathy that is present among most students is pretty consistent.

I've never taught K-12 so maybe I'm out of touch with recently graduated HS students, but I'm just appalled at the complete disregard they have for instructions. Students are using their laptops to play Minecraft or browse social media. They can literally use their notes and ask me for help on the quizzes, but they won't do that and opt for just half-assing the answer or playing on their laptops until the last ten minutes to try and come up with a random answer for the quiz. Some students won't even let me know they've finished the quizzes or try to turn it in. They need at least an 80% in the course overall and it's like they think they'll just be passed along for showing up. I can't ban laptops since they need to complete the online modules, but I can see that many students aren't progressing in a timely manner on them. I'm doing all I can to set them up for success but it is so frustrating watching students not wanting to help themselves with basic math skills. They applied to this program to have an abundance of resources to help them be as successful as possible starting their journey in college, and they couldn't care less.
