Are PMs 'locked' into their industries?

I am a software developer and want to become a technical PM later.

Since product management is a domain specific job, i believe PMs have to stick to a domain/industry to progress. For example, Fintech or healthcare etc. but they can't move around different domains and expect to move up the career ladder. Unlike software engineers who are domain agnostic and can still progress in career even if they jump from Fintech to healthcare to consumer tech.

Many PM job postings have requirements like: '5 experience in the Fintech payments space'.

It seems like PMs have less freedom in the employment market compared to SDEs.
