Gtl app with a new inmate I just added

Hey everyone. I have a friend who just went in. Another friend who knows the system told me to get this app and I could message them etc. So I downloaded the app and got all verified etc, they have only been in for maybe a week. When I pull up them as a contact, it looks to me like their count is suspended. Does it take a little time before they have access or whatever? Does it look like that the problem is on their end and not mine?
