Is it normal to just tell you LO not to announce when or what time they will call?

I get frustrated and irritated when my lo tells me that they will call me at a set time or whatever and are not able to call due to things out of their control.
I want to just tell them to call me when they get the chance to especially through sercurus and not wait. Because at anytime the tablets could be down (due to high volume) or there is a lockdown where all tablets are taken away.
Is it reasonable to tell him, so that there is no high expectation or your hopes are up?
