Is this DotNet/C# or ??? '[System.Math]::Round(3.44, 1)'

I saw a test example of code in a PoSH script [System.Math]::Pow(2, 3)
and my googlefu is failing me. Is this DotNet/C# working from the PoSH prompt or something else? I found some MS docs 'Math.Round(3.44, 1)'
and logically converted it to '[System.Math]::Round(3.44, 1)'
but I'd like to get a better understanding of what this is and what I'm doing.
Does anyone have any guidance at a minimum of what I can search for or perhaps specific links so I can learn and understand how to use this 'code'?
