You're completely ignoring how One Piece characters literally have haki that grants future-sight and how the timeskip was almost entirely about Luffy learning haki
Also, there's strong evidence to show Luffy used future sight in that moment with Mihawk.
Read this: https://onepiece.fandom.com/wiki/Haki/Observation_Haki
Future sight is just an advanced application of observation haki. But base observation haki still provides the ability to aim dodge based on sensing intent. In either case, it would mean Luffy isn't FTL for aim dodging lasers.
I consider them to be the same with the latter being a stronger version. You're arguing semantics, both allow prediction of future attacks.
Where’s your proof he didn’t move out of the way before it shot…?
So we’re just going to ignore where he saw a vision of the future then lol
You’re just dead wrong. Luffy has said he can sense emotions (intent) with observation haki which grants him the ability to aim dodge, same with future sight. There’s no debate here. I’m just educating you.

Yes he did, he had a weaker version of it. He even had it in the Marineford war when he dodged Mihawk's attack
