pg_basebackup: could not get backup header: ERROR: could not stat file or directory "./pg_log/postgresql-Tue.log": Permission denied

Per the title, pg_basebackup somehow needs a path ./pg_log/postgresql-Tue.log.
No matter where I run it, under either postgres or even root, it's failing the same way.
/usr/pgsql-9.6/bin/pg_basebackup -v --host=my-host.mydomain.com --port=5432 --username=failzz --progress -R -c fast --pgdata ../backup-the-db
