The Kuomintang had established a one-party-state in the aftermath of Chiang Kai Shek's death and the adoption of the Xi'an Constitution. This had continued on into the present day as the Kuomintang still dominated Peking and its surrounding territories, now including much of China as the Republic expands its influence through the provinces. Peking's recent constant involvement in conflicts throughout China, and with the most recent one taking on the role of the Southern Expedition in the publics' eye, has allowed the Kuomintang and their ruling faction within the Blueshirts to strengthen the parties institutions throughout their controlled provinces. Larger police budgets and armaments as well as establishing YLTPP outposts and instruments of government welfare allow the government in Peking to have significant influence over its populace, and maintain order within the Republic of China.
The Republic of China's National Revolutionary Army had also gained incredible experience after the war in Manchuria, and now they were putting it to practice in the Southern Expedition. The officer corps of the National Revolutionary Army had become elite and on the cutting edge of army tactics and use of advanced weaponry. The ability to test their doctrine in Manchuria and fine tune it in Fujian has created a very effective and state of the art military that has made Peking one of the most fearsome states in East Asia.
