As the Republic of China continued to expand its presence through multiple provinces of China becoming signatories of the Xi'an Constitution, the need for the bureaucratic strength of Peking and the center of the Republic of China would only continue to grow. The old institutions that had existed for nearly a century at this point had in many ways become stagnant, and this had put an ever-increasing strain on the government in Peking. The focus the Blueshirts had put on maintaining government control over politics and the media, as well as its state-mandated plans for control over the economy, meant that the bureaucratic strength of the Republic was a center piece when it won and when it lost. President Kuoqing's ambitious goals had put many of those bureaucrats on the back foot, and the executive cabinet and the leadership of the Kuomintang would put pressure on the President to invest in expanding a number of the government's ministries. This would also be extremely important in the recent territorial acquisitions of the Blueshirts themselves as loyal administrators and other government employees would be needed to sustain order and Republican control.
