Despite the tumult happening inside the country. The country's foreign policy experts and members of the Admiralty continued as normal in their objectives moving forwards. Mounting naval threats in the world as well as the overextension of Polynesia's global empire leads to the Polynesian Armada being surprisingly spread thin across multiple theaters. Leaving the smaller fleets vulnerable to coordinated strikes by potential enemies. Admiral Taro of the Polynesian Navy suggested that the next Naval Modernization Plan to implement the "fleet carrier" concept, a vessel type heralding from the days of the Pacific War. The Admiral was interested in converting 2 of the existing battleships into aircraft carriers while ordering the construction of 2 keel up fleet carriers as well as modernizing its detection and hangar space.
The rest of the Admirals suggested the plan to be delayed up until the next fiscal year as the needs of the Empire as of this year is the construction of more small craft, destroyers and cruisers to fill up the gaps in the supply lines and strategic theaters. To earn the vote of Admiral Taro, the construction of another Kaulu class aircraft carrier was authorized in order to be used as a landing support ship and reconissance craft carrier. New advances in technology such as autoloading mechanisms, improved gunpoweder charges, shell ballistics and explosive powder has greatly improved the fire rate and firepower of the Polynesian Navy's warships, keeping individual vessels on par with more technologically advanced ships.
