In Tanggute the government was highly eclectic and from town to town, from province to province the government was different everywhere you went. The only common bond between all the people of Tanggute was the devotion to their Maitreya and also to the Generals known as "The Four Bodhisattvas". These Bodhisattvas were the original loyal generals and confidants of the Maitreya, with all of them knowing him before his divine reawakening. Once the bandit now known as Maitreya ascended to Buddhahood, he declared his most loyal friends the Four Bodhisattvas of the World. The Bodhisattva's are usually referred to as Sayadaw or Bogyoke/Bo
Maitreya, Tenth-stage Buddha, Commander of the Demon-vanquishing Army, the King who Pacifies the Land: Maitreya is the leader of Tanggute, leading as a Theocratic and Stratocratic Buddha-General. Before his leadership as Maitreya he was a bandit who fought against the Chinese and against the Layman's Organisation. He has no nickname or anything of the sort, he is simply known as Maitreya and is referred to as Baya. He leads his own personal 'Buddha-guard' known as "The 969 Bladed Guardians of Maitreya".
The Bodhisattva of the North: The most loyal of all the Bodhisattvas, was the one who saved Maitreya's life and helped him recover from what should've been a lethal bullet wound on his head. The Northern Bodhisattva is known as "The Bandit", as he has a long history of leading raids against demons (see: innocents) and against the impure (see: anyone who isn't from Tanggute). He leads the largest army of Tanggute, known as the "Celestial Seven Armed Destroyer Demi-Gods".
The Bodhisattva of the South: The Bodhisattva of the South is the youngest and least experienced of the four, being a loyal servant of Maitreya before his ascension to Celestial Buddha. The Southern Bodhisattva is known as "The Scholar" due to his quiet and reserved nature and due to the fact that before joining the bandits he was a Buddhist Monk. The Bodhisattva of the South leads the smallest army, usually reserved for garrison work known as the "Three Suns Reinvigoration Force".
The Bodhisattva of the East: The Bodhisattva of the East is the most dangerous of all the Bodhisattvas. He is known as "The Butcher", due to his increasingly violent and cruel attitude towards the enemies of the Wangchuk Dynasty and the Maitreya. He leads the second largest army of the Tanggute, known as the "Lightning Tiger God Warriors".
The Bodhisattva of the West: The Western Bodhisattva is rather unknown, focusing primarily on trying to discover hidden wisdom from the western flood lands. The Western Bodhisattva is known as "The Explorer" and spends most of his time outside of Tanggute either leading research expeditions or funding militias across Asia. He does not lead any army by himself, instead usually connecting with the army of Maitreya himself.
Each of the Bodhisattvas are considered to be the governors of each of the four cardinal directions, with Maitreya ruling as Supreme Leader over the four. Locally government is either ruled by local militiamen from the Demon-Vanquishing Army, Maitreyan priests, or just communal leadership among smaller towns and villages. The only real administration that Maitreya enforces is the tribute system wherein every town, village, city, or monastery, all have to give tribue to their designated Bodhisattva to help fund the eternal Crusade against demonic entities. The only officials that reside in Tanggute are Imperial Envoys from the Wangchuk Dynasty who reside within Potala Palace to observe the inner workings of the Maitreyan Bandit-Kingdom.
