The Republic of China announced it would be hosting a summit between President Liao Chengzhi and the President of the Neo-Bamboo Republic. The Neo-Bamboo Republic had come out of much of the territory of the collapsed Northeastern Military Administration, and thus had significant strategic value to the Republic of China who has long struggled with the outsiders in Northeastern China. The summit was advertised as intending to secure the Republic of China's border and seek the Neo-Bamboo's assistance in the Republic of China's never ending war in Northeastern China. President Liao Chengzhi also hoped to leverage the summit in the Republic of China's favor in the aftermath of the collapse of a number of warlord and Kuomintang-aligned provinces throughout China.

The Republic of China and the Neo-Bamboo Republic would find themselves aligned on many of the various topics discussed at the summit, although the Neo-Bamboo's history regarding the powerful extremist Front would strain the ability of the President of the Neo-Bamboo Republic to negotiate with full power. Nevertheless, the two would leave the summit happily. The Republic of China secured the Neo-Bamboo Republic as a regional ally, with the ROC guaranteeing the independence of the Neo-Bamboo Republic against both foreign and internal threats. The ROC also promises to secure arms through its large and robust military-industrial complex to the Neo-Bamboo Republic, and sends a large sum of money to protect important political positions for pro-ROC politicians as well as help the Neo-Bamboo Republic afford its annual budget. Notably, the point of contention regarding the Neo-Bamboo Republic's independence from any government including Peking's claim to China is omitted from any records of the summit.
