President Liao himself would arrive in the city of Hochow as the NRA Divisions marched south deeper into Tsingkan. There he would see a mostly undevastated city, something that wasn't true for much else in the province. He would meet personally with Ma Ming-chün in a heavily publicized meeting, formally ending the Hochow Regime and returning the Western Islamic Provincial Alliance to Peking control. The provincial organization would be allowed to maintain, under heavy restrictions, and would be lead by the rightfully elected Ma Ming-chün. The provinces would be put under martial law until the beginning of the election period of not the following cycle, but the cycle thereafter. This would, according to President Liao's speech after talking with Ma Ming-chün, give time for the lands to heal and the violence to end. It would also allow the territories occupied by the invading Red Army during the period of civil conflict to return and participate in elections.
Ting Ch'eng-hsüan, arrested by WIPA forces that were loyal to the Ma family, was brought to Peking to be tried for treason and war crimes. He would be found guilty and given the death penalty. Governor Ho Tz'u-hui of Ninghia was also removed from his post, where a loyal Blueshirt would be installed in his place. Governor Ma Hung-min of Suiyuan would be allowed to maintain his position, although people would notice those he would associate would be heavily isolated by a new private military force he was given by a commanding NRA officer. Peking forces would begin to occupy and begin anti-dissident activities and negotiate with local powerbrokers below the various governors. Peking would aim to strengthen both their hold over the Ma of Tsingkan and empower the Ma themselves as the natural governors of the region.
