Although the Province of Kiangsi has had an established police force since it's creation, they were incredibly corrupt and largely where under the whims of the Five Harmonious Guilds. Under the auspices of Premier Chiang Wei-kuo a new police force has been created with vast powers and authorisation to use lethal force whenever necessary. This new police department will be named the Special Justice Bureau and will be a national agency that reports directly to a newly formed Ministry known as the Ministry of Supreme Justice. The Ministry of Supreme Justice has overreach over the Ministry of Justice and the Ministry of the Interior and is now the highest judicial system in the entire Province. The newly formed Special Justice Bureau will be made up of largely Kuomintang loyalists and ex-National Revolutionary Army soldiers and thus will be hopefully incorruptible by the Triad Guilds, especially due to the fact that the SJB will be primarily focusing on Anti-Triad activities.

Duties and Powers
Most actual law enforcement and day-to-day policing duties are delegated to local police departments on a city and county level which answer to the SJB but are considered agencies of their local government. However the SJB has direct control over several specialized units which may be deployed to assist local forces, as well as the National Anti-Triad Division. However, the Special Justice Bureau has a newly designated police unit known as the "Dūchá", or "Inspectors". The Dūchá have supreme power in regards to crime fighting and are able to detain suspects for up to two weeks without charge and then ignore the courts and instantly charge them with whatever crime they deem fit. Charged individuals then have to present themselves to the Ministry of Supreme Justice to participate in a "Honourable Inspection" which is a court hearing made up of a jury of Inspectors and Kuomintang officals. During the Honourable Inspection the prosecution will offer arguments for their imprisonment and the suspect's defence tries to argue for a lesser sentence, for in the Honourable Inspection they have a 100% success rate in imprisoning criminals.
Criminals who are imprisoned by the Special Justice Bureau are sent either to normal prisons in Kiangsi or in certain circumstances they are placed in a Ministry of Supreme Justice Holding Facility where they are subject to re-education in traditional Confucian and Legalist values so that they one day might become functioning members of society. Criminals imprisoned in the MSJ Holding Facilities are subject to a nominal period of time imprisoned (between 5-10 years) and then additional years for the crime committed, this ends up causing people who have stolen food and unluckily been caught by the SJB have been sent to prison for 5 years plus three years for stealing.
The average duty of the SJB is to patrol the streets in either plain clothes or as uniformed officers in their distinctive SJB facemasks. When the SJB are in uniform their appearance scares people into following the law as they are fearful they'll be subject to the rigorous "Investigation Sessions" which many rumour is nothing more than torture. While in plainclothes the SJB are usually investigating Triad activity or issues of national security.
Training
The SJB is trained to the highest level of competency, being trained by the Kuomintang and their intelligence service that once held Kiangsi in martial law for over twenty years. The average training time for a Dūchá is two years in comparison to the six month training course for an everyday policeman. A Dūchá is specifically trained in extracting information, weapon skills, close combat, and investigation as they will not usually be patrolling just for the explicit job of arresting petty criminals and instead usually be on investigations.
The Dūchá are also heavily trained in what's considered "Unorthodox Justice Tactics" which would be largely controversial if anyone outside of Kiangsi knew or properly understood the activities of the SJB. These tactics known as the UJT involve threatening criminals families, following their children home from school, sending threats to their workplaces, anything that would make the criminal worried for their life or their families lives. While these tactics are unconventional and rather cruel, they are effective in reducing crime as the criminals know their lives will not be safe until they've been punished for their transgressions.
