As Kiangsi had been pacified by years of Kuomintang rulership alongside the Harmonious Guilds, Premier Chiang Wei-kuo has declared that South China must be reunited under the Republic. Wei-kuo has authorised an expedition done by the National Revolutionary Army (Kiangsi) to try and pacify provinces to the south in the hopes that they'll happily join the province of Kiangsi. A force of a thousand soldiers will be sent to the southern provinces under the Kiangsi Battalion Banner and will re-establish order so that the average citizen will be safe from banditry and other warlords.

On reaching the southern provinces, a small city known as Ganzhou was largely untouched and citizens went about their daily lives. Ganzhou however was ruled by a minor warlord who on seeing the NRA army pushing through the countryside up near the city fled and left his people. A small panic erupted in the city as they feared the NRA would act cruelly to the civilians due to their local warlord's propaganda. The citizens were greeted with kindness and fair rule, General Sun Tien-ping personally took control of the city and was appointed Governor by Chiang Wei-kuo in gratitude for his success in taking back rightful Chinese land.
